Schedules and Standings leading to the NASF of PA State Championship and/or NASF World Series Event

Any rule not covered here will then fall under jurisdiction of the Amateur Softball Association of Pennsylvania.

Classifications

Recreational Class
1. ASA class “D” or only other association’s class “E” teams may participate in the division.
2. 1 HR per inning.
3. Roster may contain no more than 3 players from a competitive class roster from the previous year.

Competitive Class
1. ASA classes “B” & “C” or onyx other association’s classes “C” & “D” may participate in this division.
2. 2 HRs per inning.



Pitching

1. The pitch must have an arc of at least 6 feet from the ground no more than 10 feet from the ground. An illegal pitch will NOT be called until the pitched ball has been caught by the catcher or hits the ground.
2. The pitch must be delivered the first time the ball passes the pitcher’s hip. (No pump fakes)
3. After receiving the ball the pitcher will have 5 seconds to deliver the pitch.
4. Any underhand motion (Behind back, through the legs, etc.) may be used to deliver the pitch.
5. Excessive speed and illegal motion pitches will be called “Dead Ball” immediately by the Umpire. A ball will be added to the batter’s count.



Batting

1. An advanced count of 1 ball & 1 strike will be used with no courtesy foul and all 3rd strike foul balls are outs.
2. All current ASA Approved 98 or 100 mph bats will be allowed as well as any bat with an approved BPF rating of 1.20 (ASA 100+) approved by the other associations will be allowed. Remember, The Miken Ultra and Miken Ultra-II are still not allowed to be used by these other associations either and not allowed in NASF play either.
3. The strike zone will be from the batter’s front knee to his back shoulder if he were standing even with home plate. The zone DOES NOT change if the batter stands further up or back in the batter’s box.
4. When an over the fence homerun is hit, all runners and the batter will walk off. No appeal can be made for missed bases.



Base Running

1. There will be NO STEALING.
2. The use of the double base is optional. When the double base is used, the runner MUST use the portion of the base that is in foul territory if there is a play at first. The fielder MUST use the portion in fair territory. If the runner uses the wrong base, he will immediately be called “OUT”. If the fielder uses the wrong portion of the base, the runner will be called. “SAFE”. If there is no play at first the runner may use either portion of the base.
3. If there is a question on whether the correct portion of the base was used, the team manager may call “Time” and respectfully request that the field umpire get help from the home plate umpire.
4. The base runner has the right to the baseline except when the fielder is attempting to field a ball. In the event of a double play, the runner may continue in a straight line to the base at his own risk. If he intentionally interferes with the fielder, the runner closest to home plate at the beginning of the play will be called “OUT”.
5. Intentional interference includes, but not limited to, crashing into the fielder, waving of arms to distract the fielder or hitting the thrown ball.
6. If the runner intentionally crashes into the fielder, the player will be immediately ejected from the game.
7. A courtesy runner may be used 1 time per inning. This player can run for any other player that is already in the game. The courtesy runner must be someone not already in the game. This will not be considered a substitution.



Other Rules

1. All classes will use a 44 cor. 375 compression ball.
2. The run rule will be 20 after 4 complete innings and 10 after 5 complete innings.
3. A game will be considered official after 3 ½ innings if the home team is leading. If the visiting team leads, the game must complete 4 innings to be official.
4. All teams must be registered with the ASA of PA through their District Commissioner to be eligible to participate.
5. Also in accordance with ASA rules, teams may be able to pickup 3 players from another team with equal classification or below as long as the team the pickups are used from does not participate in NASF Play.

2007 NASF Tournament Information
Please remember that Zinn’s Park will be now be known as Manetas Park. All Tournaments will have a $275 Entrance Fee and You Must Contact Mike Shenk @ 717-203-7420 to Enter and also be approved by him to be eligible via the proper ASA Registration procedures as required by the Amateur Association of America (ASA) of Pennsylvania. Mike will be the NASF Area Director and Bob Ream will be the NASF Area UIC. Bob can be reached @ 717-808-3126. Here is basically how it will work, there basically will be 2 separate point series involved in this whole scenario. The Point totals for the Big Money Points and NASF Points will be different for each event and also at the same tournaments.

1- The Big Money Challenge Points will be awarded ONLY at the four (4) separate Big Money Challenge Qualifiers in the Recreational Class. The four (4) Competitive Big Money Challenge tournaments  will be run as individual events and the prizes will be in accordance with how many teams enter each event. The Competitive Class will not have the Big Money Point Standings, they will only have the NASF Point Standings as even though each Competitive tournament will be it's own event, the teams will still accumulate NASF points. All teams will be required to commit to all four Big Money Qualifiers within their classification. If they miss a tournament or fail to show, then they lose out on the points for that event and that basically puts them at a distinct disadvantage in the Big Money Point Series. The Big Money Point earnings are explained in the tables below. At the end of the Big Money Challenge Qualifiers, the team with the most points will be awarded $2000. The Second Place teams will receive $1000 and the third place team will receive $500. The one thing that separates this particular Point series from any other is the seedings that will occur after each event. Obviously, the first Big Money Challenge Qualifiers will be a blind draw, but after that, the teams will be seeded according to their Current Big Money Challenge Qualifier Point Totals in this manner: 1st vs. 2nd; 3rd vs. 4th; 5th vs. 6th; etc. This will be done so all teams have an equal chance even if they have 1 bad weekend.

2- The NASF Points will determine the teams seeding in the NASF State Championships. The Spring Open tournament is not part of the Big Money Challenge Series, that tournament will be part of the NASF Point Series and this event will be worth double NASF points. The four (4) Big Money Qualifiers will also earn teams NASF Points according to the tables below. At the end of the NASF tournament series (Spring Open and Big Money Challenge Series), the NASF sanction points leader after August 1,2007 will receive a paid entry into the State Tournament at Manetas (Zinn's) Park. There will be a paid berth for each class. The State Champion will receive a paid entry to the World Series in Las Vegas, NV. Mike Shenk still has to work out those details with Jake Kislin, National Executive Director to finalize those plans.

NOTE- Here are the “Official NASF Softball Rules” as presented by the NASF Executive Director-Jake Kislin:
The Amateur Softball Association rule book will be used, if other rules are implemented. The presidents of leagues or tournaments directors must notify each team in hard copy. When a team participates in championship play, the roster is frozen. If this team loses players, the team manager has the right to contact his commissioner .The commissioner in turn has the authority to open the roster and place new players on that team. All rosters are frozen two weeks prior to a World Series Tournament. Maximum players to be replaced are four. All teams must have insurance. Tournament director has the authority to set the amount of home runs per game. However he must advertise, in hard copy, this rule prior to all teams entering the tournament.

This Hardcopy Document will serve notice as the Official Rules of the NASF of Pennsylvania in accordance with NASF guidelines.
